Discriminator for the shape of a Virtual Terminal / HPP convenience fee.

Values:
Values combine: send one or more member names separated by a comma and a space, or the integer sum of their values. Responses carry the names.
Fixed |
A single fixed amount. The only shape permitted under the card brands' general convenience-fee program. |
Percentage |
A percentage of the transaction base amount. Permitted only under the card-brand Government / Higher-Education service-fee program, and therefore gated behind the merchant Government/Education attestation. The per-network applicability guard (block on Visa, allow where the network permits) is enforced separately at transaction time. |
