`SurchargeChannelFlags`

The payment channels a merchant's surcharge configuration applies to. A bit flag so a merchant can enable surcharging on any combination of channels. Stored on the configuration as `ChannelRestrictions`; a channel is surchargeable only when its bit is set. Values combine: send one or more member names separated by a comma and a space, or the integer sum of their values. Responses carry the names.
