How hard a merchant wants 3-D Secure applied to the transactions it can be applied to.

Values

Values: Values combine: send one or more member names separated by a comma and a space, or the integer sum of their values. Responses carry the names.

`Off`	Do not attempt 3-D Secure at all. The safe landing spot for an absent stored value.
`Attempt`	Attempt authentication, but continue with the payment when it cannot be completed. Liability shift is taken where the issuer grants it and forgone where it does not.
`Require`	Attempt authentication and refuse the payment when it cannot be completed. The merchant has chosen never to process an unauthenticated transaction on the surfaces this applies to.
