What a `ProviderCalculated` hosted payment page does when no carrier rate can be quoted for the shopper's address: the provider is slow or unreachable, the merchant's binding or ship-from defaults are missing, or no carrier serves the lane.

Values combine: send one or more member names separated by a comma and a space, or the integer sum of their values. Responses carry the names.

The payment cannot be taken until a rate is quoted. The default, and what a persisted null coalesces to: the safest reading of a page that never chose. |
ChargeFallbackAmount |
The page charges its configured fallback shipping amount (shippingFallbackAmount), which may be zero. |
ChargeNoShipping |
The payment proceeds with no shipping charged. |
