Values

Values: Values combine: send one or more member names separated by a comma and a space, or the integer sum of their values. Responses carry the names.

`Percent`	A percentage of the amount, for example 10 meaning 10%.
`Flat`	A flat amount in the promotion's currency, for example 5 meaning 5.00.
