Values combine: send one or more member names separated by a comma and a space, or the integer sum of their values. Responses carry the names.

Record the non-decision on the transaction and continue to authorization. The default. |
HardStop |
Halt the transaction before authorization, with a client-safe error saying screening was unavailable. Deliberately distinct from a provider decline: nothing has judged the transaction risky, the platform simply could not ask. |
