What a `CardAcceptancePolicy` does with a card whose BIN cannot be resolved.

Values

Values: Values combine: send one or more member names separated by a comma and a space, or the integer sum of their values. Responses carry the names.

`Accept`	Take the card anyway. The default, and what the platform did before this policy existed: a BIN miss is a gap in reference data, not a signal about the card.
`Decline`	Refuse the card. For a merchant whose restrictions matter more than the sale, so a card the platform cannot classify is not silently let through.
